Gen. Kainerugaba meets Rwanda defence chiefs, Israeli envoy

Leading the RDF delegation was Major General Vincent Nyakarundi, the RDF Army Chief of Staff.

A message from the CDF’s office indicated that the meeting focused on bilateral and regional security matters. It emphasized that such engagements are routine and form part of ongoing security dialogues between Uganda and Rwanda.

Photographs from the event show that Major General James Birungi, the Chief of Defense Intelligence and Security (DIS), was also present at the meeting along with other officials.

General Kainerugaba, who also serves as the Senior Presidential Advisor for Special Operations, has played a significant role in fostering improved relations between Uganda and Rwanda. His efforts have included multiple meetings with Rwandan President Paul Kagame in both Uganda and Rwanda.

On the same day, Gen Muhoozi Kainerugaba, who took over as CDF on March 28 had a meeting with the Israeli Ambassador to Uganda today, Michael Lotem.

The CDF discussed Uganda-Israel bilateral relations and increased military-to-military cooperation with Ambassador Lotem. The meeting, which took place at the UPDF headquarters in Mbuya — was also attended by the Honorary Consul of the State of Israel, to Uganda, Ishta Muganga.

Ishta Asiimwe Kutesa Muganga became Israel’s Honorary Consul to Uganda in 2020 after being appointed to the position by Israel’s foreign minister Gabi Ashkenazi.

Ishta, who is the daughter of Uganda’s former Foreign Affairs Minister Sam Kutesa, is married to Albert Muganga, a co-director of the Pioneer Easy Bus (PEB) transport company.
