RDC suspended for slapping boy who refused to wash his car

The Luuka Deputy Resident District Commissioner (DRDC), Mr Paul Waiswa, also known as Bwenibwamwiko, is facing criticisms and social judgments after allegedly beating up an individual identified as Abudallah Kisige.

In a video clip circulating on social media platforms, Mr Waiswa is seen and heard slapping a nonviolent slim youth sitting on a stationary motorcycle.

It is said that the boy bearing shabby hairs on the head undermined the DRDC’s orders to wash his vehicle, leading to the fight.

The incident happened at the weekend at a washing bay located in Kiyunga Town Council Luuka district where the determined presidential representative lost his temper against the car-wash man who never touched at the his (Waiswa) body.

According to allegations, the washing bay where Mr Waiswa had taken his vehicle to get clean has a car washing machine donated by the Luuka North legislator Luke Kyobe for young men to earn a living.

The boys who claim the machine broke down are reported to turn their support to another candidate eyeing for the same constituency, whose representative (Kyobe) is a longtime “buddy” to the DRDC.

“Where is the machine. Have you ever washed my car. You must wash it today,” speaks angry Waiswa in the video, accusing the boys of not using the donated machine to clean his vehicle.

The unlawful act has created mixed reactions among people who are calling for actions against the statesman.

Reports show that the DRDC, who was putting on a pair of shorts while beating up the boy, has Tuesday March 5, 2024 faced the disciplinary committee at the office of the president in Kampala.

In a letter signed by Hajji Yunus Kakande, the secretary office of the president, Waiswa was ordered to handle over office and government vehicle and any other property except his employment identity card.

“In view of the above (complaints of physical assault from Kisige), I hereby suspend you from duty as Deputy Resident District Commissioner Luuka with immediate effect,” reads part of the letter.

“You should also prepare a written defence in regard to the allegations as contained in Mr Kisige’s written complaint availed to you. You should therefore show cause why your case should not be forwarded to Reward and Sanction Committee of the office of the president for further disciplinary action against you,” Kakande said in the letter, calling his (Waiswa) defence to reach his office within a fortnight.

The criminal act which is now under police management, brings the public service into disrepute while in violation to section (F-r), of the Uganda service standing orders (2021).

This presidential representative is known for his dirty background of threatening actions even before his appointment as the DRDC.

Before the appointment, Waiswa served as mobilizer under the office of the NRM vice chairman for eastern, Capt Mike Mukula.
