KCCA enforcement officer charged with murder, gun robbery

A 33-year-old Kampala Capital City Authority (KCCA) enforcement officer has been charged with murder and aggravated robbery.

Morin Peace Nabukeera, a resident of Lusanja village, Kitezi Parish, Nangabo Sub County in Wakiso district is accused of causing the death of Peter Agama and later stealing his gun (deceased).

Nabukeera is battling the charge alongside three others including Hussein Ssebunya alias Obote, 26, of Kawala Zone, Lubaga Division in Kampala district.

A 20-year-old David Damba, a casual labourer, and Sulaiman Jjuko alias Golola, 42, a bodaboda rider, both reside at Kasubi Zone III, Lubaga Division in Kampala district.

Under the law, murder and aggravated robbery contravene sections 188, 189, 285, and 286 (2) of the Penal Code Act, Cap 120, and carry a maximum death penalty, upon conviction.

Appearing before the General Court Martial (GCM) at Makindye in Kampala on Monday (April 22, 2024), the group denied all the charges read to them by the court chairman, Brig. General Freeman Mugabe.

This prompted him to remand the male suspects to Kitalya Government Prisons and the only female among the suspects (Nabukeera) to Luzira Prisons.

You are, therefore, hereby remanded until May 27, 2024, when you will return to this court for mention of your case,” Gen. Mugabe said.

The adjournment came after the prosecutors Lt. Col. Raphael Mugisha, Captain Ambroz Guma, and Lt Alex Mukhwana invited the GCM for the same, saying, “Investigations regarding the case were still ongoing.”

Defence lawyers Captain Simon Nsubuga Busagwa and Elizabeth Nyasigwa did not object to the adjournment.

Charges

The prosecution alleges that Ssebuma, Dumba, JJuko, and Nabukeera on March 19, 2024, at about 2215 hours while at Kabusu Zone, Rubaga Division in Kampala district, with malice aforethought unlawfully caused the death of Agama, a security guard of Wolves Security Group Ltd.

It is further purported that during the same day, date, and time, the accused robbed Aguma of his gun with nine rounds of ammunition.
